ABSTRACT: Public procurement is a very important means of ensuring the legitimacy of government procurement practices. Fundamental to the administrative law is the goal of developing a legal system to ensure that government finances are carried out in a procedural and equitable manner. This lecture is an opportunity to consider how Japan should ensure the legitimacy of its politics, laws and procedures, as seen in Zagreb and Croatia, where governments do not conduct public procurement on important issues, arbitrarily choose partners, and cover political issues with the name of urgency.

SPEAKER: Marko Turudić is an Associate Professor at the Chair of Administrative Law of the University of Zagreb Faculty of Law. He is the author of several books, including "Public Procurement Law" (2017) and " Public Procurement Act Commentary" (2018), and dozens of scientific and professional papers.
