米国において、大統領を選ぶ方法は憲法制定以降の200年余りで大きく変わった面もあるが、一方では直接選挙ではない選挙人による投票などの制度は今日も続いている。この講義では、建国当初から今日まで、大統領の選出方法が憲法の修正などを含め、変わってきた経緯を説明した上で、過去5回の大統領選のうち、一般市民の票をより多く得た候補が敗れたことが2回あったことなどにふれ、制度の現在の課題を明らかにする。

About the Lecturer:
Professor Drifte holds a Ph.D from the Department of East Asian Studies from University of
Bochum on 'Security as a factor in Japanese foreign policy 1945-52'. His main research
interests include Japan's foreign and security policy, and security issues in Northeast Asia.
Professor Drifte has received numerous awards and grants for his research, including an
award from the Royal Institute of International Affairs (London) for his book 'Japan's foreign
policy'.

グローバル化が進む世界の中で、司法の役割が重要となっています。たとえば、知的財産に関する問題や、移民法制に関する問題は、裁判所でどのように紛争解決を導けばよいのか、常にグローバル化の中での国内裁判所と国際裁判所との関係も含めて考えていく必要があります。国内の問題と国際的な問題は密接に関連しているからです。このようななか、グローバル化の中の裁判所の国際性を強化し、その国際的対応力を強めることが一層重要となっています。日本の最高裁判所も、グローバル化への対応の必要性と重要性を認識しており、民事司法の国際化、刑事司法の国際化、法整備支援の推進及び弁護士の国際化を図るための措置を様々な形で模索しています。本講演においては、グローバル化の進展するなかで、グローバルな紛争を解決する「司法」の役割を考えます。そして、日本の最高裁判所の在り方やグローバル化への対応の状況をみながら、広く世界におけるグローバル化した紛争のなかで国際社会と国内問題とのつながり、国際協力の在り方について様々な問題点があることを考えます。広く、国際関係、法学、政治学や公共政策を学ぶ人以外にも、これらの問題について考える人にとって重要な問題提起がなされます。ぜひ皆様にいらしていただければと思います。

As UK's withdrawal from EU approaches, more legal questions arise with the Brexit and post Brexit situation. The lecture will feature legislative consequences of Brexit under UK withdrawal Act 2018, Miller Case, impact on UK devolution, the problem with the Irish Border post Brexit. Prof. Peter Leyland is a public law professor at London University SOAS and he will show us how to think of Brexit and the UK, and the constitutional consequences. It would be a great interest to anyone who is interested in the Brexit and its impact and situation.

8年間日本の児童養護施設の子どもたちを記録した映画です。文化庁映画賞など多くの賞を受賞したこの映画を、企画者の稲塚由美子さんをお招きして観ます。
映画紹介
地方のとある児童養護施設。ここでは様々な事情で親と一緒に暮らせない子どもたちが「親代わり」の保育士と生活を共にしている。マリコさんが担当しているのは、生意気ざかりのムツミと甘えん坊のマリナ。本来、親から無条件に与えられるはずの愛情だが、2人にとっては競って獲得しなければならない大事な栄養素。マリコさんを取り合ってケンカすることもしばしばだ。そんなある日、離れて暮らしていたムツミの母親が、ふたたび子どもと一緒に暮らしたいという思いを抱えて施設にやってくる。壊れた絆を取り戻そうと懸命に生きる人々の、平凡だけど大切な日々の暮らしは今日も続く。

Manifesto for Happiness: Designing Post-growth and Policies for Relational Society

Prof. Stefano Bartolini introduces the outline of his book Manifesto for Happiness: How to Shift from the Society of Well-having to that of Well-being, whose Japanese translation was published in August 2018. In this book, Bartolini explains complex relationships between economic growth and the decline of happiness in the US society, using a highly original theoretical model called the 'defensive growth' model. He also brings to light the problems of post-democracy which lies at the heart of consumerist society and delineates how political elites in advanced societies follow the interests of big business at the expense of well-beings of ordinary citizens. His work not only reveals institutional problems of market-driven capitalism but also highlights socio-political backgrounds in which the right-wing reactionary populism emerges in advanced societies such as US and Europe. As opposed to the prevailing dooms-day scenario, Bartolini proposes the transition to post-growth and the implementation of policy programmes for relational society.
