Climate Governance after Paris: Progress, Legal Challenges and Japan's Role

Abstract

As a common concern of humankind, climate change requires action at all levels of governance. While the international framework provides the foundation for cooperation, effective responses largely depend on implementation in the domestic sphere. This lecture offers a brief overview of the development of climate law and policy to date, with particular focus on Japan. It examines how climate change has been addressed in both terrestrial and maritime contexts, highlighting the interaction between international commitments and national regulatory approaches.

Speaker's Profile

Dr. Zhongyu Li is an Assistant Professor at Kyoto University and an Adjunct Lecturer at Osaka University. He holds a PhD in Public International Law (Kyoto University). He obtained a Master's Degree in public international law at the University of Edinburgh. In his most recent publications, he has been researching the conservation of the Marine Environment in the International Convention for the Control and Management of Ships, Ballast Water and Sediments (BWM) and the role of the International Maritime Organization in shipping decarbonization.
