Outline:

China's regional foreign economic and security have become increasingly assertive and indeed aggressive. Beijing building military facilities on disputed islands in the South China Sea have set off alarm in Southeast Asia, leading to fears of once again finding themselves on the 'periphery' of a Middle Kingdom that doesn't take any prisoners.
