~フィリピン・レイテ島における聴覚・視覚障がい被災者への聞き取りから~

Interviewing with deaf and blind victims in Leyte island, Philippines)

2013年11月8日フィリピン・レイテ島に大型台風ハイエンが上陸し、強風と高潮によって6,000人以上の人が亡くなった。その災害から9か月後、2014年8月にレイテ島タクロバン市周辺で聴覚、視覚に障がいを持つ被災者に聞き取り調査を行った。障がい者は、東日本大震災においても、「健常者」に比べて高い死亡率となったことが知られている。聞こえない、見えない嵐の中で障がい被災者はどのように行動したのか。また復旧・復興の中でどのような立場に身を置くことになったのか報告したい。報告を通じて、障がい者の防災について考えを深めていきたい。

(On November 8, 2013, Typhoon Haiyen caused catastrophic destruction on Leyte island, Philippines. Over 6,000 victims passed away by a gale and storm surge. Nine months later after the typhoon, Masayuki Nishida conducted interviewing with deaf and blind victims around Tacloban city, Leyte island on August 2014. It is reported that handicapped people faced high death rate comparing to non-handicapped people, even in Tohoku earthquake in 2011. This presentation will provide the information how handicapped victims behaved in the storm and postdisaster rehabilitation. Though the forum, we hope to discuss how to create better consciousness on disaster preparedness including handicapped people for disasters in the future.)
