The COE Program of ICU (2003-2008) seeks to promote “comprehensive
peace studies” with a specific aim to explore the possibility of attaining “Peace,
Security and Conviviality”. The program focuses on key topics such as
peace-building, human security, right to live peacefully, reconciliation and
conviviality, pacifism, global civil society, global governance. It aims at
establishing itself as an important center for worldwide research network in
this field. Today we are witnessing a multitude of new and closely
interlinked problems. To solve these problems we need to deal with a broad
range of issues, including community-building, global governance, a major
transformation of mentality through education, building a politico-economic
structure for international cooperation. What is
required here is both a top-down theoretical approach of formulating a grand
theory for global peace, and a bottom-up empirical approach to address each
problem directly and individually.
The joint research project with International Cooperation
Research Association(ICRA) that we have been conducting since August 2003
forms part of the above mentioned program, whose main theme is “Leadership of
the United Nations System in Emerging Global Civil Society”. It is hoped that
the project will help to develop a new realm in the field of global public
policy.
The purpose of this project is two-fold. First, to study
the social responsibility of main actors (whose roles are gaining importance
in step with the progress of globalization and the weakening of states) and
the effect of their synergistic partnership, both from the theoretical and
practical point of view. Secondly, to explore policy options for the
Leadership of the United Nations System effectively to promote the social
responsibility and synergistic partnerships.
Through the discussions in our monthly workshops, and
three public symposiums held in March 2004, March 2005, and March 2006, a
common understanding has been reached with regard to the following four
aspects:
- The
significance of partnerships and their evaluation.
- Strengthening
of partnerships between the United Nations and CSO (Civil Society
Organizations).
- Promotion
of social responsibility of the private sector by the United Nations
through the Global Compact and by other means.
- Prospects
for partnerships between the CSO and private enterprises.
The second objective mentioned above, namely the
responsibility of the main actors and the leadership of the United Nations
System for the promotion of synergy, has formed a major segment of our study
since the beginning of 2007. In the present circumstances where a great
variety of actors are functioning as stakeholders with vital concerns and
interests in issues of global magnitude, and many problems related to peace,
security and conviviality are intricately interlinked, we consider it
essential to study a new type of leadership required by the contemporary
world―leadership that is imbued with dynamism ready to respond proactively to
ever-changing contexts, taking into account the
special functions that the United Nations System are expected to perform for
the global public goods of the world. Some of the findings of these studies
are expected to demonstrate that the leadership role played by the United
Nations, which is an intergovernmental organization, and the role assumed by
civil society which is emerging on a world-wide basis, will be equally
instrumental in accomplishing the reform of the United Nations in fostering
the emergence of global civil society.
As is indicated in the attached lists of our monthly
workshops, during the period from August 2003 to December 2007, a total of 60
reports concerning the topics (classified into six categories) have been
presented. Lively discussions and exchange of views have taken place
concerning these reports.
The brief outlines of these reports and discussions are published in the
website of ICU・COE (http://subsite.icu.ac.jp/coe/icra/) and are updated
periodically. With regard to the 45 issues and problems which were taken up
at the public symposiums listed below, the summaries of their plenary
meetings and related materials are available at the website mentioned above
for downloading by interested parties, who may wish to use them as teaching
materials or as background papers for various gatherings. The users are
kindly requested to indicate the sources, names of the authors of the reports
and discussion papers and to inform ICRA of the use made of the materials.

The Fifth Public Symposium: The Age of Social Responsibility --
Synergy of Business, Civil Society and the United Nations, will be held on 24 March 2008 (International House, Tokyo) with
simultaneous interpretation in English/Japanese. The purpose of the symposium
is to introduce the outcome of our joint research during 2007 and a book
being published containing the highlights of the outcome.

International Cooperation Research Association (ICRA) was founded
in 1991 by scholars with working experience in the United Nations and other
international organizations as core members. Since then, it has been
conducting joint studies with United Nations University and the Academic
Council on the United Nations System (ACUNS). Its main objectives are to:
1) Conduct inter-disciplinary studies on the important questions of
multilateral cooperation centering around the United
Nations.
2) Try to obtain coherence in a wide variety of international cooperation,
3) Make relevant policy proposals both at home and abroad, in order to
improve and strengthen multilateral cooperation and partnership.
Members hold research meetings on selected topics, workshops and
symposiums. The outcome has been published with individual members’
recommendations on international cooperation policy and reform of the UN
System. Under a joint research project with the Academic Council on the UN
System (ACUNS) and the UN University (UNU), ICRA contributed to the
organization of international symposia on peace and environment held at the
UNU in 1993 and 1995, and an international workshop on human security held in
1994 at the Ralph Bunche Institute, New York. ICRA
was also instrumental in preparing for the World Civil Society Conference
1999 held in Montreal − a UNU-initiated participatory research project.
The learning process of the joint research project of ICU/COE and
ICRA that commenced in August 2003 is now being completed at the end of March
2008. And it will be continued by ICRA as a research association that had
been functioning during 1991 and 2003 prior to the joint research project.
